History:

English Language Development has changed over the years from a few teachers working with only beginning level English speakers to a multi-tier and multi-faceted support system that includes as many as 1500 students, approximately 200 of whom study in elementary centers at Oak Creek and Monterey Elementary Schools or at the secondary level at Carmel Middle School or Harrison High School.

There are 23 different languages represented in Harrison District 2 ELD program. The top three home languages are Spanish, Tagalog and Vietnamese.

• How are students identified as "English Language Learners"?

In accordance with federal requirements, students enrolling in District Two complete a Home Language Identification Form. When this form indicates that a language other than English is a significant influence in the home, the student is assessed using the Colorado English Language Assessment Placement test. The scores from this test determine whether the students will attend a center program or remain in a neighborhood school and receive English Language Development services delivered by trained ELD personnel. These services may also be language support coordinated with the classroom activities and grade level goals and objectives.

• How do students exit the ELD program?

Students who have scored proficient or advanced on the CELApro and proficient or advanced on CSAP in Reading and Writing are classified as fluent (FEP) and are monitored for 2 years before being exited from the ELD program.

• What is the CELA test?

CELA is the Colorado English Language Assessment used to measure the domains of Speaking, Listening, Reading and Writing in English. CELA Place is used to determine the level of services offered to incoming students. CELApro, administered yearly, rates students' level in each domain, as well speaking skills, comprehension and overall language proficiency.

• How can a teacher find out if the student is an ELL (English Language Learner)?

The teacher can contact the ELD staff member in your school. The teacher can also check on Alpine Achievement to see if the student has an ELLP (English Language Learner Plan) and to check on CELA and CSAP scores.
